Axel Ngonga: "There is the wil, but not the means"

"It is a hard issue because it is difficult to know about the challenges. I think there are some countries who want people to come home. But the problem is to create a strong environment where you can do your research and be competitive at an international scale. There is the will in some countries, but the means are not there yet. Or there is not the will to build concrete plans. And without a plan, without resources to run the research you want to run, it is really difficult to return."
